The Laughing man hasn’t been apprehended yet and it has been keeping Scarlett and Neil on their toes; their deputy director wants them to ditch the rulebook and catch and kill this serial killer. Neil being a rule abiding guy isn’t really keen with this, Scarlett has a little less trouble with it, since she has Wolf in her corner.
